That's Sandanzuki. Three-step Thrust/Punch (or Triple)

Seiryuu is one of the four fiends in SaGa 1. Incidentally, Genbu, Seiryuu, Byakko and Suzaku are the Japanese names of the gods who rule/represent the four quadrants (north, south, east, west) of the sky according to Chinese tradition.
> 3. Koumei no Kutsu (Shoe in FFL): Kutsu is shoe, but all I could get for Koumei was 'Justice', which doesn't make sense. You get it from the chest right after Byakko 2.
Koumei is the Japan-ized pronunciation of Kong Ming, historical figure and important personage in Romance of the Three Kingdoms. AKA Zhu Ge Liang (look up either name in Google and be enlightened).
Incidentally, Kan'u (seen in SaGa in the form of Kan'u no Yoroi) is the Japan-ized pronunciation of Guan Yu, who also appears in Rot3K.
